POST BID CONTRACTOR PROCESS

The Wisconsin Department of Transportation coordinates preconstruction activities with the contractor. These activities include:

• Preconstruction meeting
• Review the contractor’s schedule
• Review the contractor’s submittals, such as shop drawings, approval of sublet requests, etc.

After construction begins WisDOT administer the contractual requirements and validates the contractor’s work. This includes:

• Inspection as work progresses
• Materials sampling and testing
• Documenting pay quantities
• Making payments
• Resolving unknow construction issues
• Communicating with local officials
• Communication with the public
• Coordinating with outside agencies, such as the DNR
• Hosting weekly job meetings, on the job

THE CONTRACTOR

• Complete DBE DT1506 Form

If the DBE goal is not met complete the Good Faith Waiver.

• Coordinate with subcontractors to start building a project schedule.

This includes traffic control, saw cutting, clearing and grubbing, utility work (storm, sanitary, water main), earth work, electrical work, pavement work (concrete and asphalt) sidewalks and driveways (if applicable), landscapers, and pavement marking.

Each subcontractor needs to provide the prime contractor with information on how much time they need to complete their work so the project can be completed on time.

• Submit Erosion Control Implementation Plans and Dewatering Plans to the State and DNR for approval on waste sites.

• Review and submit shop drawings for storm sewer and sanitary sewer structures for the suppliers to start building the precast concrete.

• Schedule pre construction meeting with DOT or Municipality owner and subcontractors

Prime contractor, subcontractors, and the owners (DOT or Municipality) meet prior to starting construction to over the proposed schedule, potential utility conflicts, concerns etc.

Weekly project meetings are schedules that will be held through the project for updates.

Schedule Public / Business owners Meeting

Prime Contractor meets with the Businesses and citizens that are on the project to explain the staging, schedule, and answer questions/concerns that they might have about the upcoming project.

• Call in Utility Locates
  • Prime contractor must call in utility locates (diggers hotline) and wait for the utility locater to identify utilities to prevent utility strikes.
  • This is a ongoing process and will need to be called in multiple times by multiple contractors.

• Set up traffic Control
  • Traffic Control Company sets up the barricades for the project. This includes the barricades at the project limits, the advanced warning barricades, and the detour signs for projects that require traffic to be detoured around construction.
  • Depending on magnitude of the project staging can be very time consuming for the prime contractor to coordinate every traffic switch.
• Saw Cut the project limits
  • Full Depth Saw Cutting at the project limits to prevent damage to pavements that are not being replaced in the project.
• Utility Construction
  • Not all projects have utility construction associated with them.
  • Urban projects can have sanitary sewers, water main, and storm sewer all constructed at the same time on a project. These processes typically take place before any earth moving or crushed aggregate base course (CABC) is placed.
  • Utilities that are not moved prior to construction, as they are supposed to be, create challenges for the contractor that can result in unnecessary costs to the contractor and loss of precious time on the project.   (Trans 220 contractor eats the delay costs or has to fight the utility comn\any for those losses.)
• Earth Work
  • Following the utility contractor, the prime contractor schedules the earth work.
  • This process includes Pavement removal, digging/cutting to subgrade, compaction, placing special subgrade materials such as breaker run or select crushed material (if required) then placing crushed aggregate base course.
  • Storm sewer work, if applicable

• Pavement
  • Pavement is placed (concrete of asphalt) after the road has been cut and CABC has been placed. 
  • Pre-shoulder concrete pavement with 1 ¼” CABC before asphalt shoulders placed. 
  • ¾” CABC shouldering when asphalt pavement or asphalt shoulders completed.
• Ancillary Concrete
  • Prepping for curb and gutter w/ CABC
  • After the main driving surface is paved and cured out, construct ancillary concrete (sidewalks, curbs, and driveways)
  • Prep sidewalks once curb is completed w/ CABC
• Electrical Construction
  • Electrical Under ground work during grading operations, after curb and gutter, and sidewalk placement
  • Electrical contractor can come and put up the traffic signals and street lights
• Landscape
  • Following cure time on all the concrete pavement and ancillary concrete, the landscaping contractor can come in to perform their work.
    • Topsoil
    • Seed, fertilizer and mulch
    • Sod (if required)
    • Watering
    • Putting up new roadway signs
    • Signs

• Pavement Marking
  • Pavement markings can be put down.
  • Punch List work.
  • The owner / inspection team issues a punch list of items that need to be addressed. The prime contractor coordinates with the sub-contractors on which items they need to address.  A final sweep/clean up is done.
  • Road opened to the public.
